This is an evaporator. The refrigerant from the air conditioning system flows through it, makes it very cold, then the fan blows air through this, which cools the air. That air then comes through and out into the car.  So, the evaporator is wet, you've got all that stuff that runs out underneath the car and so on, that keeps it wet.

That means there's a great place for mold and mildew to grow, and it does, believe me.
