Written As others have said, the best way to remove the dust from your computer is with a can of compressed air.  Purchase a can that has a small tube usually 3 to 6 inches in length.  This tube connect to the spray nozzle that releases the air from the can.  The tube allows you to direct the spray precisely where you want it.  This is great for cleaning the computer fans quickly and easily.  Other parts of the computer are easily cleaned as well.  One caution is in order here.  Be careful not to spray for more than a second or two.  Longer spraying sometimes will result in moisture coming from the can which is not the best thing for electronic parts.  Instead just spray the area you are going to remove the dust from with short bursts of the compressed air.The compressed air may seem rather expensive but when you consider that you can easily damage delicate computer parts which are much more expensive the cost of the compressed air is a good investment.We have many other cleaning tips at: Cleaning Tips at Mr Maid.

First I thought of taking it to the Dell service centre but I could not find anyone in my city. I didn't want to take it to any unauthorized laptop shop. And I searched over the internet but couldn't find any best solution to the problem.So I searched for the dis-assembly of the laptop model I was having, on internet. There are many useful websites like youtube and insidemylaptop. So finally I decided to disassemble my laptop completely. I detached each and every part and cleaned them separately. I took multiple photographs in my mobile while detaching every cable from motherboard and unscrewing any screws so that I can remember it later.

Motherboard had a lot of dust over it and the heat sink and fan was covered with dust. I cleaned it gently and thoroughly with the help of a old toothbrush (Oral-B with soft and thin bristles) and nothing else. But you have to do it very gently and give it a little time. You can use more than one brush if you have. Now it was looking pretty clean after that. Then, I reassembled it and attached all the cables to the motherboard. After assembling it completely I was praying that it should start and the problem should not have become worse and it started normally and the good thing was that the fan started working again as I had cleaned all the dust around the fan motor with toothbrush. The fan was little jammed when I rotated it with my hand. But now after cleaning, everything is working fine.
