The test cost is $30 and there is an initial $200 repair cost limit for vehicles that fail. Initially, the Light Duty Drive Clean program only applied in the Greater Toronto Area (Halton, Peel, York and Durham Regions and the City of Toronto) and Hamilton-Wentworth Region.

Beginning January 1, 2001, it expands to include 13 additional areas between Peterborough and Windsor. The added areas include some or all of the following counties/regions; Brant, Dufferin, Elgin, Essex, Haldimand-Norfolk, Lambton, Middlesex, Northumberland, Niagara Region, Oxford, Perth, Peterborough, Simcoe, Waterloo Region, Wellington and Victoria. The owners of vehicles required to complete a Light Duty Drive Clean emissions test will receive notification about 90 days prior to their renewal date. In 2001, even-numbered model years between 3 and 19 years old, require testing. In 2002, odd-numbered model years between 3 and 19 years old, require testing. All light duty trucks with FARM licence plates are exempt. The Heavy Duty vehicle testing program, which began September 30, 1999, requires all eligible diesel trucks pass an annual emissions test in order to renew their registration. In addition, non-diesel trucks (gasoline, propane or natural gas) in the GTA, Hamilton-Wentworth and, after January 1, 2001, in the expanded 13 urban centres and surrounding areas from the light duty program also must pass an annual emissions test to validate their registration.
